Moreos! Chocolate Sandwich Cookies with Vanilla Cream Filling

Ingredients
1 1/4 cups flour
1 1/2 cups sugar
1/2 cup unsweetened cocoa powder
1 tsp. baking soda
1/4 tsp. baking powder
1/4 tsp. salt
3/4 cup milk-free margarine, softened
1 1/2 T. water, 1 1/2 T. oil, and 1 tsp. baking powder, mixed together
Vanilla Cream Filling
4 T. milk-free margarine, softened
1/4 cup shortening
2 cups confectioners sugar
2 tsp. vanilla extract
Directions
Preheat to 375°. Lightly grease cookie sheets or line with parchment paper. Set aside. In medium bowl, mix together flour, sugar, cocoa powder, baking soda, baking powder, and salt. Add margarine; and water, oil, and baking powder mixture. Beat until the dough is blended. Roll dough into 1-inch balls and place on prepared cookie sheets. Moisten bottom of glass and use it to gently flatten cookies. Bake 6 minutes, until the cookies are set. Remove from oven and allow cookies to cool slightly before removing from cookie sheets.
Prepare Vanilla Cream Filling: In medium bowl, with an electric mixer on low speed, beat margarine and shortening, gradually adding confectioners sugar and vanilla extract until ingredients are incorporated. Beat on high 2 minutes, or until light and fluffy.
Spread filling gently onto bottoms of half of cooled Moreo! cookies. Top with remaining cookies to make sandwich.

Where is the recipe for the filling??
the filling is the last 4 ingredients at the bottom of recipe. The margarine, shortening, sugar, and vanilla extract. :)

Can someone with dairy allergy have the cocoa powder?
Yes Abby, my son is severely allergic to dairy and i use cocoa powder reg.
