Ingredients

1 1/2 cups flour
1/4 cup unsweetened cocoa powder
1/2 tsp. baking powder
1/2 tsp. baking soda
1/4 tsp. salt
1/2 cup milk-free margarine, softened
3/4 cup sugar
1 1/2 T. water, 1 1/2 T. oil, 1 tsp. baking powder, mixed together
1 tsp. vanilla extract

Directions

In small bowl, combine flour, cocoa powder, baking powder, baking soda, and salt. Set aside. In large bowl with an electric mixer on medium speed, cream together margarine and sugar. Beat in water, oil, and baking powder mixture and vanilla extract. Beat in flour mixture. Wrap dough in plastic and chill at least 2 hours. Preheat oven to 350°. For each bear, roll dough into one 1-inch ball for the tummy, one 3/4-inch ball for the head, four 1/2-inch balls for the arms and legs, and six 1/4-inch balls for the ears, hands, and feet. On ungreased cookie sheets, assemble balls into a teddy bear shape. Bake 8 to 10 minutes or until done. Cool on wire rack. Prepare and use Cookie Frosting to give the bears eyes, bow ties, and buttons.
